DJIA has a lower low - Will we see a lower high next?

The Dow Jones weekly chart has formed a lower low this week. What we need to see now is if it will form a lower high - below 16,500. All three indicators are in down trend, so now we watch where this rally goes in the next few weeks if there is one. I am not confident that this chart will make a new high above 16,500 personally. We have to wait and see. We had a lower high in September last year, but it was not followed by a lower low in October, so therefore the market rallied higher.
